Roger M. Smith

Roger M. Smith is the founder of RMax Technologies, LLC., a defense and government business and legislative strategy firm that he created in 2009. His firm provides expertise in the federal executive and legislative branches of government, the military, and industry.
Before founding RMax Technologies, LLC., Smith worked in the Department of Defense as the Deputy Assistant Secretary of the Navy (Expeditionary Warfare) and the Deputy Assistant Secretary of the Navy (Littoral and Mine Warfare). In these positions, he was responsible for the development and acquisition of all the Department of the Navy’s $17 billion of ground and amphibious weapon systems and equipment, and was the senior day-to-day Navy Acquisition Official for two major war time rapid acquisition and fielding programs, the $26 billion Mine Resistant Ambush Protected Vehicle program, and Joint Improvised Explosive Device electronic countermeasures systems. He has also served as a professional staff member on the House Armed Services Committee, where he was responsible for oversight of all Army programs, was the Manager of Marketing Development for Vernitron Corporation, and was the Manager of Defense Procurement Policy for the American Electronics Association. During his naval career, Smith served on active duty as a naval flight officer, naval intelligence officer and a Navy Reserve intelligence officer before retiring as a Captain.
Aside from serving on the NMOHCFL’s Board, Smith also serves on the board of directors of IXI Technology and is a strategic advisor to aerospace companies Metrea and Power Ten, Inc. He most recently served on the Alexandria Police Foundation Board and volunteers with two veterans services organizations as a Dream Flights crew chief on their World War II era Stearman biplanes and as a hunting guide and mentor for the Quantico Injured Military Sportsmen Association.
Smith graduated from the University of North Carolina, completed the UNC Kenan-Flagler Business School’s Executive Business Course, and is a graduate of multiple military professional and operational training schools.
