Alfonso L. Carney, Jr.

Alfonso Carney, Jr. is a principal of Rockwood Partners, LLC, which provides both business and medical consulting services in New York City. He has residences in Washington, D.C. and Manhattan, where he maintains a small law practice. He currently serves as the Chairman of the Dormitory Authority of the State of New York (DASNY), and as a director of City National Bancshares Corp. of New Jersey.
Previously, Carney served as acting chief operating officer and corporate secretary for the Goldman Sachs Foundation in New York, where he provided strategic oversight of the administration, communications, and legal affairs teams, and developed selected program initiatives. He has also held senior legal positions as vice president and associate general counsel for corporate and government affairs for Altria Group Inc., assistant secretary for Philip Morris Companies Inc., corporate secretary for Philip Morris Management Corp, and senior international counsel for General Foods Corporation and later Kraft Foods, Inc. He has also chaired the New York City Water Board since 2015, which is the agency that sets the water rates for the five boroughs and parts of Westchester County, New York.
Carney holds a bachelor’s degree in philosophy from Trinity College, a Juris Doctor degree from the University of Virginia School of Law, and has a certificate in international law from Columbia University Law School. He is a trustee of Trinity College, the University of Virginia Law School Foundation, the Virginia Museum of Fine Arts in Richmond, and the Burke Rehabilitation Hospital in White Plains, New York. He and his wife, Cassandra E. Henderson, have a daughter, Alison Carney, and son, Alfonso Carney III.
